The National 4-H Council is a private-sector nonprofit that partners with the Cooperative Extension System and 4-H National Headquarters within the USDA to support youth development nationwide. It is based in Washington, D.C., and serves as a national coordinator for the 4-H program. It describes itself as America’s largest youth development organization, empowering nearly six million young people across the United States to develop leadership for life.

The 4-H experience is delivered through Cooperative Extension, a network of more than 100 public universities that provide hands-on projects in health, science, agriculture, and citizenship under adult mentorship. Programs reach youth in every county and parish through in-school and afterschool formats, clubs, and camps, with an emphasis on leadership development and proactive community engagement. The program serves young people and their communities nationwide as its primary audience, addressing development needs through experiential learning.
