The National Black Caucus of State Legislators (NBCSL) is a bipartisan nonprofit membership organization that supports its members through educational, research, and training initiatives designed to inform legislative and public policy decisions affecting Black and underserved communities. Based in Washington, D.C., the organization serves state legislators by providing resources to help shape policy discussions. It operates with a small staff and maintains a member-driven approach. A recent development is the January 2026 appointment of Amos O’Neal as Chair of Region IX, representing Michigan, Ohio, and Wisconsin. NBCSL also participates in an annual Legislative Conference, with Biloxi serving as the host site for the 49th edition.
