The National Center for Performance Measurement (ADAA) is an independent government body in Saudi Arabia established to advance performance measurement across public entities. It was founded on 6 Muharram 1437H after approval by the Council of Ministers and on the recommendation of the Council of Economic and Development Affairs, and it reports directly to the prime minister. ADAA supports public entities by providing unified tools and models to strengthen their capabilities and efficiency, with the aim of delivering better performance and outcomes. Based in Riyadh, the center publishes quarterly reports that track progress against strategic goals, initiatives, and KPIs linked to Saudi Vision 2030, and it also measures beneficiary satisfaction with public services. In addition to measurement activities, ADAA has engaged in initiatives such as a 2022 partnership with Hartindynamics to provide mental health wellbeing resources and the 2019 launch of its Watani App.
