The National Center for Privatization & PPP (NCP) is a Saudi government entity focused on fostering private sector participation in public infrastructure and services. Established in 2017 by a Council of Ministers resolution, it reports directly to the Council of Economic and Development Affairs. Based in Riyadh, Riyadh Region, Saudi Arabia, the center coordinates public authorities and private partners to advance PSP projects and to identify priority sectors and assets with the goal of delivering measurable benefits. Positioned within the government administration landscape, the NCP acts as a facilitator that supports the implementation of PSP projects aligned with Vision 2030 and sustainable development goals. Its work engages central government decision-makers, public sector entities, and private partners to unlock the value of private investment in public infrastructure and services. In 2026, the center announced a collaboration with the State Properties General Authority to launch the Expression of Interest phase for the Quality Valley project in Riyadh under a PPP framework.
