The National Council of State Housing Agencies (NCSHA) is a nonprofit, nonpartisan organization that supports state housing finance agencies and their partners through advocacy and education. For more than five decades, state HFAs have been central to the nation's affordable housing system by enabling the purchase, development, and rehabilitation of affordable homes and rental housing for low- and moderate-income households. NCSHA coordinates these efforts by providing a unified voice for policy and practice across the field. NCSHA's membership includes the state HFAs and the equivalents for the District of Columbia, New York City, Puerto Rico, and the U.S. Virgin Islands, along with agencies that allocate LIHTC in states without an HFA and more than 350 affiliate members. The organization is based in Washington, DC, and operates as a small to mid-sized nonprofit focused on housing and community development. In 2025, NCSHA announced it would host its annual Housing Credit Connect conference in Chicago from June 24–27, reflecting ongoing activity in the field.
