As the first act of Congress said, the navigable rivers shall be "forever free." Since 1978, NOR has been defending public rights on rivers, and is the only organization focused on it! NOR is your center for river law, access, and navigability. We have materials that look at US Supreme Court decisions, acts of Congress, and other laws and facts that support the public's right to use rivers. 

NOR seeks to do the following:

1. Clarify public river rights on thousands of miles where they are disputed, including canoeing, kayaking, rafting, fishing, birding, and other uses.
2. Address public and private land usage along rivers.
3. To conserve the land along rivers, and keep enough water in rivers to keep them healthy and usable for navigation and fishing.
