The North Carolina Utilities Commission is a state government agency established by the General Assembly to regulate the rates and services of all public utilities in North Carolina. It is the oldest regulatory body in the state government, tracing its origins to the Railroad Commission formed in 1891 to oversee railroads, steam boats, and telegraph companies. Today, the Commission oversees electric, natural gas, water and wastewater utilities, as well as water resale, household goods transportation, buses, brokers, and ferry services, among others. It also administers programs to ensure the safety of natural gas pipelines. The Commission's role is to supervise these sectors to protect consumers and maintain reliable utility service within North Carolina. It exercises limited oversight of electric membership corporations, small power producers, and electric merchant plants, while not regulating telephone membership corporations, cable television, satellite services, or data and internet providers.
