NWTC is a higher education and workforce center based in Buffalo, New York, designated as New York State's signature workforce initiative under the Buffalo Billion program. It brings together employers, colleges, community and faith-based organizations, and state and local government to address the local skills gap and create pathways to training, co-ops, internships, apprenticeships, and permanent employment in advanced manufacturing and clean energy. Its primary audience comprises Western New York job seekers and local employers in the manufacturing and energy sectors, with programs designed to align with industry needs. The center offers for-credit, certificate, and degree options through SUNY Alfred State College and SUNY Erie Community College, incorporating placement strategies such as co-ops and internships to support permanent employment. In 2025, NWTC expanded its program slate through a partnership with Erie Community College to launch a Heating, Ventilation, Air Conditioning, and Refrigeration program for the fall semester.
