Established in 2012, the NYC Technology Development Corporation (TDC) is a not-for-profit organization that serves only one client – the City of New York. The TDC provides senior project management and other consulting services for the City’s most critical and complex information technology projects. The organization will also provide a common framework, tools, best practices, and diagnostics for on-time and on-budget information technology (IT) project delivery. The TDC will retain the acquired expertise and familiarity with City systems over time, since it will be exclusively under City contract with permanent employees working solely on City projects. The IT projects of every mayoral agency can be considered for management by the TDC. In determining whether a project is appropriate for management by the TDC, the City will consider the importance of the project to City operations and the overall budget of the project, with priority given to those that are over $25 million, or those that are over $5 million and involve multiple agencies. Mayoral priority projects can also be considered. In addition to project management services, TDC will support best practices in portfolio management, vendor management, change management, and solution architecture for City agencies. The TDC team will provide resources to assist with contract negotiations and various parts of project management (such as business case development) and provide ongoing project delivery assistance during project phases as required.
