Overseas China Education Foundation (OCEF) is a Houston-based nonprofit dedicated to supporting education for underprivileged children in rural China. It operates as an independent, non-governmental, non-political and non-religious charity, with donations that are tax-deductible for U.S. taxpayers. The organization was founded in California in 1992 and re-registered in Houston, Texas in 2001, and it emphasizes careful governance and transparent fund distribution through defined procedures, including review of aid applications, funding authorization in the United States, and post-distribution follow-up.

OCEF's work targets students in impoverished rural areas of China, aiming to expand educational access and improve the quality of rural schooling. It relies largely on volunteers to run operations and maintains a posture of independence from government, political, or religious affiliations; field checks are conducted to monitor how funds reach beneficiaries and schools.
