PACT was the first in the nation to offer a victim-offender reconciliation program.Today, that dual focus drives the many programs and services we offer and fuels our mission. Our Mission We facilitate change in the lives of people and we challenge organizational systems for the purpose of improving the change process. Our Vision As leaders in community safety we will be advocates for change in both individual lives and organizational systems.
