The Pennsylvania Compensation Rating Bureau (PCRB) is a nonprofit corporation formed in 1915 to develop and propose Pennsylvania-specific workers' compensation classification systems, underwriting rules, policy forms, loss cost values, and rating plans. It operates independently of the state government and is subject to supervision and examination by the Pennsylvania Insurance Commissioner, who must approve its loss-cost calculations to ensure equity and impartiality. PCRB’s membership comprises all insurers authorized to sell workers' compensation coverage in Pennsylvania, including the State Workers' Insurance Fund. It is based in Philadelphia, Pennsylvania, and maintains a website at pcrb.com. In 2025, PCRB and the Delaware Compensation Rating Bureau announced the launch of WorkComp360, a next-generation analytics solution for workers' compensation.
