The PA Office of the Budget, Office of Comptroller Operations oversees the commonwealth’s uniform accounting, payroll, and financial reporting systems and prepares Pennsylvania’s annual financial report and state-level single audit.   We also provide an array of financial management, accounting, travel management and support, quality assurance, process improvement consulting, and other specialized services to agencies under the Governor’s jurisdiction.

Our mission is “ensuring fiscal integrity and providing quality financial services to protect the public interest” and we are committed to our core values; accountability, integrity, excellence, communication, credibility, dependability, adaptability, and teamwork. 

Comptroller Operations is comprised of six bureaus:

The department is comprised of more than 400 staff members located in offices throughout the state, primarily in Harrisburg, and 20% of our staff are working from home full time.
