PermiaCare serves as the local authority for mental health and intellectual disability services, and also provides Early Childhood Intervention and chemical dependency programs. It operates as a public entity governed by a local Board of Trustees and uses a sliding-fee scale to reduce costs for eligible individuals. Formed in 1969 by the city of Midland, the organization has expanded to serve additional counties alongside its Midland base. Its services are funded through contracts with state agencies—the Texas Department of Health and Human Services for mental health, chemical dependency, and developmental disability services, and the Texas Department of Assistive and Rehabilitative Services for Early Childhood Intervention—allowing the sliding fee scale.
