It provides wholesale electricity to its members, primarily through a 25 percent ownership stake in unit 2 of the Catawba Nuclear Station in York County. The agency is governed by a board of directors, with each member designating one director and an alternate from their local government bodies.

Based in Greer, South Carolina, PMPA operates in the public utility sector and functions as a governance and coordination vehicle for its members. Its customers are the member utilities that rely on PMPA for reliable wholesale power at low rates and for coordination of shared services. A recent development in 2023 was the appointment of Joel Ledbetter as general manager.
