PNCC is a Chicago-based civic organization founded in 1954 on the near west side. The group evolved from meeting social service needs to grassroots organizing when a surge of Mexican immigrants arrived in the late 1960s and early 1970s. Through a network of core teams, PNCC trains clergy, principals, and neighborhood leaders to mobilize residents to influence public policy on issues such as citizenship, education funding reform, economic development, and universal healthcare, working with churches, schools, and other community organizations.

PNCC has facilitated community victories by organizing residents to advance local initiatives and by partnering with schools and community groups. The organization is based in Chicago, Illinois, and functions as a small to mid-size civic and social organization. In July 2024, PNCC received an award during the Fiesta del Sol festival, which opened its 52nd annual event with a scholarship award ceremony.
