PERF is an independent research organization focused on policing and public safety. Founded in 1976, it is based in Washington, DC, and operates within the law enforcement sector. The organization identifies and disseminates best practices on core policing challenges, including reducing police use of force, strengthening community- and problem-oriented policing, and evaluating crime reduction strategies, as well as exploring how technologies can support delivering police services. Through research and policy development, PERF aims to advance professionalism in policing and to influence national leadership and public dialogue on policing and criminal justice issues. Its work targets police executives and agencies seeking evidence-based guidance to improve safety outcomes. In 2019, PERF partnered with the Women’s Law Project to advance a 2018 guidebook on strengthening the law enforcement response to sexual assault.
