Port of Tallinn is the largest port authority in Estonia, based in Tallinn, Harjumaa. It operates as a landlord port, maintaining port infrastructure and leasing territories to terminal operators rather than handling cargo itself. Its activities span cargo handling, passenger services, real estate development, and shipping, with four harbours comprising its network: Old City Harbour (including Old City Marina), Muuga Harbour, Paldiski South Harbour, and Saaremaa Harbour. The organization owns two industrial and logistics parks—the Muuga and Paldiski South Harbour parks—to support broader logistics and energy-related development. In November 2025 it announced the Swed-Est Green Collaboration with Stockholm to promote cleaner port operations and fossil-free shipping, reflecting a focus on sustainable growth.
