Can you imagine a data network that links computers that only exchange 1/250th (.004%) of their data payload per connection? Then repeats the connection, transmission, disconnect process hundreds of times before completing.  Data networks don't work that way, but the US equity market does.

Why is the US trading network with only 50  "nodes" (15 Exchanges & 35 ATS's) considered fragmented, and data networks with thousands considered distributed?

The difference between data and liquidity transmission is in the sophistication and application specific nature of data protocols.
