Rundeck by Pagerduty is the leading open source automation orchestration platform.  Rundeck is free, Apache V2 licensed software that can be downloaded at rundeck.com/downloads.  

There are two commercial distributions available with premium features and enterprise support: PagerDuty Runbook Automation (SaaS) and PagerDuty Process Automation (self-hosted software). Native secrets management or integrations with secrets management solutions allow for added security.  Rundeck also provides access control capabilities, and logging for projects and jobs.
