It represents about 80,000 workers in health care, public services, and building services. Based in Harrisburg, Pennsylvania, the council mobilizes its membership toward an action-oriented, issue-driven agenda and seeks to unite members to speak with one voice in local, state, and federal elections through political activism. Operating within the political organizations sector, the council focuses on rebuilding and revitalizing Pennsylvania's labor movement by coordinating activities across locals. In 2020, it supported a national GOTV campaign that emphasized conversations with health care workers as a priority issue for the election.
