Sheltered Harbor is a not-for-profit, industry-led organization in the financial services sector, based in New York City, New York. Over more than a decade it contributed to sector-wide preparedness by producing a formal specification, accompanying guides, and by facilitating engagement between financial institutions and authorities on resilience by design and data integrity to support continuity of critical customer services. The board has approved winding down the organization, with its principal assets being transferred to FS-ISAC, the parent company.

Following the wind-down, the Sheltered Harbor specification and supporting documents will be available to all FS-ISAC members and will be administered by FS-ISAC’s Resilience Congress, a body of senior resilience executives from member firms. Historically, it operated as a participant-driven, not-for-profit collaboration aimed at advancing resilience in the financial sector through its guidance and outreach.
