Based in Rochester, Minnesota, the Southeast Service Cooperative (SSC) operates as a public, nonprofit regional cooperative formed in 1976 under Minnesota School Law 123A.21. SSC serves schools across Minnesota's southeast region, spanning 11 counties, with member education institutions educating roughly 76,000 students and employing about 5,000 teachers. Its offerings include a purchasing network intended to reduce costs and a suite of programs that support administrative and instructional work, often developed in partnership with other groups and the private sector. In January 2025, SSC partnered with Rochester Public Schools to launch the ESL Additional Licensure program through Project MOMENTUM.
