Southwestern Power Administration is a U.S. federal agency that markets wholesale, cost-based electricity produced at hydroelectric facilities owned by the U.S. Army Corps of Engineers. It stands as one of four Power Marketing Administrations and operates within the Department of Energy, headquartered in Tulsa, Oklahoma. The agency serves a regional footprint that includes Arkansas, Kansas, Louisiana, Missouri, Oklahoma, and Texas. By law, its output is marketed and delivered primarily to public-sector entities such as rural electric cooperatives and municipal utilities. These preference customers number more than one hundred and collectively serve over 10 million end-use customers.
