St. Paul Public Housing Agency is a mid-sized government agency based in Saint Paul, Minnesota. Created by the Minnesota legislature in 1977, it administers subsidized housing programs and owns public housing properties in the city. It serves low-income families and individuals by providing safe, affordable, quality housing and links to community services to promote stability and self-reliance. The agency owns and manages 4,249 public housing units and administers over 4,500 Housing Choice Vouchers. In April 2026, it announced a partnership with PowerMarket to expand energy savings across thousands of low-income housing units in Saint Paul.
