Star C serves as a catalyst for the betterment of workforce and residential apartment communities by creating a core foundation for socially responsible apartment ownership in communities located in underperforming school districts. The Star C model employs a unique partnership of for-profit apartment investor/ownership with the not-for-profit program which operates community improvement services in the areas of early education and wellness.

Since 1998, The leadership of SCC has worked with landlords and operated in two low income housing apartment communities in Georgia.The source of community support for the programs that SCC offers has been generous and reached across a diverse spectrum of household incomes, classes, races and ages.
