The Telecommunications Board of Northern Kentucky (TBNK) functions as a regional regulator for cable television, formed through an interlocal agreement among the Kenton County Fiscal Court and 15 local municipalities in the area. It administers the Time Warner (formerly Insight) cable franchise and advocates for residents with unresolved customer service problems, while setting rates for the basic cable tier.

The board is composed of representatives from each participating government, enabling pooling of resources to improve franchise administration, production facilities, and local programming for Northern Kentucky. It provides local Public Service Television programming and operates from Covington, Kentucky, serving the broader Northern Kentucky region within the media production landscape. This regional structure aims to deliver economies of scale that enhance services and facilities beyond what any single community could achieve alone.
