The Tennessee Housing Development Agency (THDA) serves as Tennessee's state housing finance agency, based in Nashville. Its mission is to expand access to safe, affordable housing by promoting the production of new units for households with very low to moderate incomes and by preserving and rehabilitating existing homes. THDA does not issue mortgages directly; instead, it purchases qualified mortgages originated through private-sector lenders and can issue tax-exempt Mortgage Revenue Bonds to support financing opportunities for first-time buyers and veterans. THDA's mortgage products are structured with 30-year fixed-rate terms, and qualified buyers may receive up to 4% in down-payment assistance. Homebuyers who receive assistance must complete an eight-hour pre-purchase counseling course. In June 2025, THDA announced partnerships with Springboard Landings and the Jackson Housing Authority to advance affordable housing development.
