The Texas Center for Educator Effectiveness (TxCEE), at Region 18 Education Service Center, provides technical assistance to Texas school districts to improve educator effectiveness. Over the last few years, the state has undertaken an in-depth review of its teacher effectiveness policies and reforms to date. One of the organizations at the forefront of this reform is the group of talented individuals here at the Texas Center for Educator Effectiveness. Under the leadership of ESC 18—TxCEE’s Executive Director, Dr. Tammy Kreuz, the staff at ESC 18—TxCEE has led Texas school districts through the implementation of comprehensive reform initiatives focused on improving human capital in public schools. ESC 18—TxCEE has successfully implemented three federal Teacher Incentive Fund (TIF) Grants from the U.S. Department of Education totaling over $115 million. Over the past decade, the ESC 18—TxCEE field staff has been trained as “trainer-of-trainers” and successfully led the implementation of four different nationally recognized teacher evaluation systems (TAP, McREL, Danielson, and Stronge) and two different nationally recognized principal evaluation systems (McREL and Stronge). In addition, the ESC 18—TxCEE team has become experts in assisting districts with development and implementation of human capital management systems (HCMS), which include educator evaluation systems based in significant part on student growth measures. TxCEE has assisted numerous districts over the past decade with implementation of performance-based compensation systems, professional development systems based on PLCs, and student growth measures—including the SAS EVAAS model for value-added as well as student learning objectives (SLOs). The TxCEE team is comprised of talented educators with diverse backgrounds and experience.
