TJCAA is an Oakland-based utilities engineering firm led by Terence Cavanagh and Paul Giorsetto, whose combined experience exceeds fifty years in environmental engineering design for public and commercial/industrial clients. The firm specializes in structural design and seismic evaluation for water and wastewater treatment facilities, as well as the design of ozone treatment and chemical containment facilities. Its Instrumentation, Control, and Electrical Group has produced designs for electrical distribution and control systems for complex water treatment facilities both domestically and internationally.

In 2012, Mike Erwin joined TJCAA, expanding the firm's services to include control system programming through a CSP group that blends design insight with field experience. The firm emphasizes responsiveness and flexibility, able to act as a lead firm or to integrate with existing design teams, and operates from well-equipped offices while supporting remote or on-site engagement as needed.
