Utah County functions as a local government entity charged with meeting the needs of residents and rural communities outside incorporated cities. It has authority to levy taxes, conduct elections, enforce laws, acquire and manage property, and build facilities needed for county operations. The county also provides public health and welfare services, fire protection, business licensing, and the establishment and maintenance of schools and libraries, as well as recording property deeds and other legal documents.

The government is governed by a three-member board of county commissioners, each serving four-year terms, with one commissioner acting as chair. This board oversees all county officers and departments and holds meetings with the public and county staff. The county is based in Provo, Utah, and maintains an official website at utahcountyonline.org.
