Voices Center for Resilience, originally founded as Voices of September 11th (VOICES), was established in 2001 by Mary Fetchet, a licensed clinical social worker. Based in New Canaan, Connecticut, the organization serves as a clearinghouse of information and a provider of long-term support services aimed at enhancing resilience and addressing the enduring needs of the 9/11 community.

Its programs include social work support, case management, information provision, support groups, referrals, and outreach designed to support victims' families, responders, and survivors while informing public policy on national preparedness. In 2014, VOICES launched the Center of Excellence for Community Resilience to coordinate a multi-disciplinary approach through public-private partnerships, emphasizing research, curriculum development, and training. The organization also maintains the 9/11 Living Memorial Digital Archive, which contains more than 70,000 images and was gifted to the 9/11 Memorial Museum, and in February 2026 named Dr. David Prezant as Chief Medical Director to address health impacts related to 9/11.
