VOR is a national organization in Germany that advocates for high-quality care and human rights for people with intellectual and developmental disabilities. Based in Herzogenrath, North Rhine-Westphalia, it was founded in 1983. The organization is governed by a volunteer board and funded by dues and donations, with no government support. It promotes a full range of residential options and services, including living in one’s own home, in a family home, community-based arrangements, and licensed facilities. Representing individuals with intellectual disabilities and their families, it advocates that decisions about appropriate supports should reflect the individual’s abilities and needs as well as family wishes, while it supports expanding community-based options and opposing the elimination of institutional ICFs/MR.
