Since our inception, Winbourne has contributed to unique and impactful projects, including developing a Unified Command Center (UCC) for the Washington Metropolitan Police Department (MPD). The UCC, which was designed to be the hub for local and federal agencies to manage and respond to major events in our nation’s capital, was delivered just in advance of a planned anti-globalization demonstration scheduled for late September 2001 with over 750,000 people planned to be in attendance. ***MPD took ownership of the facility at 8:30 AM on September 11, 2001, just 15 minutes before a major terrorist attack on our country when the first plane struck the World Trade Center Tower in NYC.*** Federal, state, and local public safety agencies from around the National Capital Region poured into the UCC. That center became the National Capital Region's coordination hub for weeks after the attack.
