Access Services is a local public entity serving Los Angeles County as the Consolidated Transportation Services Agency and overseeing the County's Coordinated Paratransit Plan on behalf of 45 fixed-route operators. It coordinates complementary ADA paratransit services under the Access Paratransit program for individuals who cannot use fixed-route buses or trains. Paratransit operates as a flexible transportation option that relies on vans and mini-buses, and can include shared taxis to reach areas not served by fixed routes. Based in El Monte, California, Access Services operates one of the largest ADA paratransit programs in the United States and provides services across Los Angeles County. The program serves over 160,000 eligible riders and, in FY 2018, provided more than 4.6 million rides. In 2026, the organization announced the introduction of a BraunAbility ProMaster Low Floor vehicle to improve boarding for ambulatory and non-ambulatory riders.
