Headquartered in the Washington DC area,  we are WOSB certified, amd hold DBE and MBE certifications in 14 states. 

We have international offices and partnering relationships in Colombia, Ecuador, Peru, El Salvador, and the UK, for the last 20 years.  We have long standing agreements and engagements with experienced international consultants experienced with monitoring, evaluation and capacity building projects in the World Bank, UNDP, USAID and US Department of State. Members of the Small Business Association of International Consultants.

AQUAS was established in 1990, owned and operated by Carmen Larsen, a Physics graduate of Georgetown University.  AQUAS services have focused in Bioethics Case Management, Healthcare, Agriculture and Transportation industries primarily in the public sector.
