The Association of Monterey Bay Area Governments (AMBAG) is a Joint Powers Authority in the government administration sector, based in Monterey, California, serving the Monterey, San Benito, and Santa Cruz region. Founded in 1968 to promote regional collaboration and problem solving, AMBAG operates as both a federally designated Metropolitan Planning Organization and a Council of Governments. It is governed by a 24-member Board of Directors drawn from elected officials across the region, and it analyzes, plans, and implements regional policies to balance local control with regional coordination. For transportation, AMBAG performs metropolitan-level planning, manages the region’s transportation demand model, and prepares forecasts for housing, population, and employment used in regional plans. The organization serves the three counties in its region and is supported by a relatively small staff.
