The Baltimore Office of Promotion & The Arts (BOPA) is a Baltimore, Maryland-based nonprofit organization that serves as the city’s official arts council, events agency, and film office. It supports artists, arts programs, and local organizations through grant programs and public-art initiatives, including the Creative Baltimore Fund Grants, Baltimore Mural Program, Public Art, Free Fall Baltimore, and Bright StArts Workshops For Children. BOPA also plans and coordinates major events such as Light City, Artscape, the Baltimore Book Festival, and other city celebrations, while overseeing historic sites like the Top of the World Observation Level and the Bromo Seltzer Arts Tower.
