The California FAIR Plan Association is a private alliance comprising all insurers authorized to write property insurance in California. It was established in 1968 following the brush fires and civil unrest of the era to serve as the insurer of last resort for homeowners who cannot obtain homeowners insurance in the voluntary market for reasons outside of their control. The plan provides fire insurance coverage to these homeowners regardless of a property's wildfire risk. Based in Los Angeles, California, the association operates within the state's property insurance market to help maintain access to basic coverage for homeowners, including those in wildfire-prone areas. In 2023, it introduced wildfire hardening discounts for dwelling fire policies.
