It was founded by Albany-area businesspeople and community leaders who identified a need for a new commercial bank in the area. In 2010, Capital Bank announced it would join forces with Chemung Canal Trust Company, and the newly consolidated Capital Bank opened in April 2011 with a service commitment known as Platinum Promise.

The parent organization, Chemung Canal Trust Company, is described as the oldest independent community bank in New York and operates across several counties in New York and in Pennsylvania. In 2026 Capital Bank launched EscrowEdge for businesses, a product aimed at facilitating escrow services for commercial clients.
