Center for Civilians in Conflict (CIVIC) is a non-profit organization focused on protecting civilians caught in armed conflict. It collaborates with armed actors and civilian communities to identify the root causes of civilian harm and to develop practical solutions to prevent, mitigate, and respond to such harm. The organization assesses conflict-specific drivers of harm and advocates policies and practices that strengthen civilian protection, engaging with governments, militaries, international and regional institutions, and affected civilians. Based in Washington, DC, CIVIC was established in 2003 by Marla Ruzicka and operates in conflict zones across the Middle East, Africa, Europe, and South Asia. Its work emphasizes preventing civilian harm, protecting those caught in conflict, and shaping policies to improve civilian wellbeing. In 2021, CIVIC partnered with the Stimson Center to explore why accountability of security institutions falls short and to identify potential avenues for strengthening accountability.
