CES is a mid-sized government and purchasing cooperative headquartered in Albuquerque, New Mexico. Established in 1979, it operates under a Joint Powers Agreement to support public schools and a broader range of public entities in the state. Its membership spans New Mexico's 89 school districts and additional educational institutions, including charter schools, two- and four-year postsecondary institutions, BIE/BIA schools, and state schools, along with cities, counties, municipalities, and qualifying nonprofits. By coordinating procurement, CES solicits bids and proposals and awards contracts on behalf of its participants, aiming to secure favorable terms and the lowest prices from authorized partners. The organization also provides ancillary services by employing therapists to support Special Education Departments in New Mexico schools, serving more than 100 districts and charter schools; therapist arrangements are structured so retirement benefits are preserved for participants. The combination of procurement and specialized services reflects CES’s role in supporting education and public sector operations within the state.
