The City of DeLand Utilities/Public Services Department and its associated engineering and facilities maintenance divisions is to provide the citizens of the greater DeLand area with potable water, wastewater and reclaimed water services, delivered efficiently, in compliance with regulatory mandates; to serve developing and under-served properties with public utilities; to provide capital project planning, design and construction management for major city construction projects; to manage and maintain city plants, utilities, buildings and right-of-way infrastructure through a cost-effective and efficient operation and maintenance program; and to support the efficient collection of utility and stormwater revenue.
