The City of Waterford is a municipal government in California serving a small community under a general-law framework. It operates with a five-member City Council and a mayor elected at large; the council appoints a City Manager who in turn selects department heads. The city relies on contracted services for police, building, planning, engineering and legal functions, coordinating with a separate staff to support those providers, and maintains a General Fund operating budget of about $3 million with an overall budget near $10 million. 
Waterford is located in the eastern portion of Stanislaus County, adjacent to the Tuolumne River, and spans about 2.4 square miles with a population around 8,500. Incorporated in 1969, it is an agricultural community with a small-town atmosphere and access to recreational options such as river trails and nearby lakes. A recent development noted is a partnership with the National Academy of Athletics announced in September 2024.
