Community Action Partnership of Hennepin County (CAP-HC) helps people with lower incomes navigate crisis situations, build stability, and lift themselves out of poverty. In 2022, CAP-HC served 16,885 families with lower incomes. Those families include 35,124 adults and children who live in Hennepin County. CAP-HC is a 501(c)(3), non-profit organization. Our Programs & Services Energy Assistance, Water Assistance, Rental Assistance, Tax Assistance, Employment Readiness, Financial Wellness, Homebuyer Services, and more. Our Mission Partner with community to provide effective and responsive services to reduce the impact of poverty in Hennepin County. Our Work Established in 1986, CAP-HC creates services, programs, and partnerships that serve Hennepin County's residents with lower incomes. These resources address the specific factors that cause and reinforce poverty in Hennepin County, increase economic stability, and empower individuals and families to become self-sufficient. For many, CAP-HC is their last stop before power and heat disconnection, foreclosure, homelessness, or bankruptcy. For others, it's a place to learn how to buy a home, create a budget, or find a job. By listening to our community, creating thoughtful programming, and nimbly responding as needs change, we're building a stronger, more equitable Hennepin County.
