CQL | The Council on Quality and Leadership is a nonprofit organization based in Towson, Maryland, founded in 1969. It partners with human service organizations and systems to define, measure, and continuously improve the quality of life and the quality of services for people with intellectual and developmental disabilities, mental illness, older adults, and children and youth. The organization offers accreditation, training, certification, research, and consultation to agencies that share a commitment to dignity, opportunity, and community for all. Within the non-profit sector, CQL positions itself as a collaborator that helps agencies establish standards and pursue ongoing quality improvement. In September 2024, it launched the DSP Choice Awards at a Welcome House All-Agency Meeting, a concrete example of expanding its programmatic engagement.
