CTM Apartment Services is a privately owned, apartment management company originally formed in 1987. Charles Macbeth and Dirk Needham started CTM with a small portfolio of 113 units covering and specializing in San Diego County. The company soon moved its corporate office to Carlsbad, California and expanded into other Southern California counties to provide quality management services for owners referred by clients.

By 1989, the CTM portfolio grew to 400 units, consisting primarily of smaller apartment buildings and single-family homes. In the fall of 1989, CTM was hired to manage its first large apartment community, a 130-unit apartment complex in San Marcos, California. Shortly thereafter, a 264-unit building came on-line and CTM began to build its management portfolio expanding to over 1,700 units by 1992.
