The East Central Intergovernmental Association is a regional, member-supported organization that unites local governments across Cedar, Clinton, Delaware, Dubuque, and Jackson Counties in Iowa to address shared challenges. Operating in the government administration space, ECIA helps member bodies collaborate, pool resources, and pursue solutions communities could not achieve individually, with the aim of improving efficiency and quality of life in the region. Based in Dubuque, Iowa, the association coordinates efforts among governments and their citizens to tackle regional issues through cooperative problem-solving. Its core customers are the member governments and their residents, with partnerships extending to other regional stakeholders as needed. In April 2025, ECIA appointed Mae Hingtgen as executive director.
