ESC Region 12 operates as a regional education service center in central Texas, delivering services and solutions to 77 school districts and 13 charter schools across 12 counties. It also supports statewide initiatives of the Texas Education Agency, aligning local work with state programs. Based in Waco, Texas, the organization has a history of professional development, having trained 48,000 participants during the 2009-2010 school year. More recently, ESC Region 12 has pursued partnerships to broaden its capabilities, including a 2023 collaboration with the Texas School Safety Center to provide a free two-day Standard Reunification Method training and exercise. It has also worked with higher education institutions, such as Sul Ross State University, to allow practicum and observation components of its Master Reading Teacher program to count toward SRSU's Master of Education Reading Specialist Degree. In 2026, the center hosted the Bilingual and ESL Support Awards, recognizing regional educators including ten Killeen ISD honorees.
