Emergency Management Victoria (EMV) leads Victoria's approach to emergency management, coordinating preparedness, response and recovery across the sector in partnership with communities, government, agencies and businesses. As a central part of the state's emergency management system, EMV shares responsibility for ensuring a sustainable, effective and community-focused framework. Based in Melbourne and established in 2014, it operates within the public safety sector to strengthen planning, resilience, and coordination across the emergency management continuum. Its remit encompasses Victoria's communities, government, agencies and businesses, supporting them to anticipate risks, respond to incidents and recover after emergencies. Guided by a vision of safer, more resilient communities and a goal of reducing the likelihood and consequences of emergencies, EMV pursues system-wide reform and cross-sector collaboration. A recent development noted in 2024 was EMV's collaboration with Rotorua Lakes Council to identify immediate priorities with the local community.
